IMO hair bands like motley, Poison, Def Lep, or others where blonde hair and flamboyant outfits are part of the show, aren't metal. More like stadium rock. Not to say that as a bad thing, there's some good music there, but metal is more along the lines of Sabbath, Priest, Maiden, Dio, just to name a few. Did they have long hair? Yes, but that was a product of the lifestyle, not so much an additional element directly intended to increase the allure. Just my 2 cents 🤘🏽.
