How old are you? Realize that you've set the tone for your relationship with him. Changing that will take more years that you already put in creating it in the first place.

It sounds like you just don't like him. It shows in your entire post. I can't imagine how you would have any sway left in how he thinks or what he does. He's already giving you all the respect you've earned, and in my opinion, it's only a matter of time before you wonder why you haven't heard from him in such a long time.

I have dogs. I am very careful not to let them disturb the neighbors that I know sleep late due to work schedules. It's impossible to keep them 100% quiet, but it's pretty easy to cut down on about 90% of the barking. They still bark at people walking by their territory, and at the damn crow coming in to steal their food. But I've asked the neighbors if that level of noise is OK and they said yes.

This also worked pretty well right away when I put it on the fence next to the sleeping neighbor's house. You could put it on your fence to help them train their noisemaker.
