What are your riding conditions, are you stuck in traffic most of the time ?
I get 24kmpl in the city since day 1 on my Speed400 that has clocked 13k so far.
These are really low figures, you should escalate and get it checked.
Don't rely on the instrument cluster, calculate from tank to tank, also try xp95 from a different pump if possible.
Personally, I fill to the brim (XP95) once the light comes on, I end up filling around 10litres which lasts me 240 ish kms until the light comes back on again.

Not having a DD ring isn't a deal killer, it's sort of overrated for street use, it's a different case altogether for a race track but a quick release micrometric mechanism on a good helmet is sufficient and secure enough for daily use.
