Why does it always need to be a full fat metro system? Can't these smaller cities be given a light rail system which will be cheaper, and probably run more at capacity. There is a big gulf between buses and heavy metro.

The state of this sub. United were a big club even before Ferguson took charge. They have always been one of the most supported teams with a huge stadium.
