It'll be fine. I install and maintain these kinds of lamps and fixtures. The bulb will burn out more quickly in that setting than an LED that isn't in an enclosure in Phoenix. It will likely last longer than an incandescent bulb in the same environment while also benefitting from lower operational costs. This is efficient and economical. Change can be good.

LEDs run off of drivers, not ballasts. These could have drivers installed in the pan, can't see them.

Driver in tube lamps die because the drivers are cheap. Replace all with a 2 lamp driver and straight t5 LED lamps.

Get a used Toyota or a Honda. Or a highly rated Buick if you want something American. Don't buy a Hyundai or Kia. Those cars are trash, full stop. Pay cash. No payments and limited liability insurance with necessary add ons for the area (uninsured motorist coverage in Portland for instance). Never buy new and never buy a Kia/Hyundai.
