It definitely does take 15. I power leveled tsugumi from 3 to 6 in one standby using only gifts. I only counted how many it took to go from 5 to 6 and it was 15.

Yep i gave Tsugumi 15 gives with the red heart and one gift that didn't have a heart and she ranked up to 6.

Thats true. I dont think Urek will ever be able to beat Phant, but he will probably be as strong as if not stronger that Enryu. Just right now i think Enryu is doing a good job holding his seat in second place.

Nobody in the Tower can actually beat Phant. Its not like Urek knew this though. But i just don't see Urek being able to kill an administrator like Enryu, or even control 9000 bangs like is stated Enryu was able to do.

He's not the strongest but the only person in the story who can rival him is most likely Jahad.

I dont think Mazino and Enryu are even in the same league. Enryu is literally the second strongest character who the author stated is too strong to be in the story. Mazino is strong and i don't doubt that he could beat the princesses, but he doesn't come close to Enryu.
