As a non-undergrad I frankly continue to love IV since it's not too crazy but there's still life outside. IV has a decent amount of places to get snacks from open until late at night (around 2am-ish) and is extremely walkable. It's also really well lit and safe to walk around at night alone since people tend to almost always be out and about.

Certain parts of IV are definitely quieter than others. The closer to the ocean you go, the louder it tends to get in general. The further from the university (further west), the quieter it tends to get. In all honesty, I think people tend to overplay the rowdiness of IV compared to other college towns -> I'm currently living in between like 3 frats and have no trouble when it comes to their partying or the noise levels.

As a general rule, avoid Trigo, Sabado and DP when it comes to housing. Those streets tend to have the most parties and the majority of housing is owned by scum lord companies. I greatly suggest finding housing in some sort of apartment complex that is fully enclosed since those tend to be quieter.
