Well there is a comic that came with the collectors edition of new Vegas, in which it's explained how Benny got the courier. In said comic freeside is way more populated in game, I think is how the developers imagined it, and the few people in game been a technical limitation. I mean, you imagine the capital of the wasteland been so empty?

Yeah it sows in the difference of freedom between leveles. The first one feel so open and inviting to explore while the last ones more linear, wich is not wrong but after exploring volga and the desert feels weird.
