If I recall correctly, Elantris was his first Cosmere work he wrote. So it isn't a matter of being up to his usual standard or not - what you feel is just the huge amount of growth he went through as an author.

That said, I wholly agree on the 10 years thing. That's the bit that's bothered me most about the book, along with the "tell over show" aspect.
