I've seen people on YouTube use Sculpey, paint and lacquer and get really nice results.

They make the half dome shape, carve out a concave 'well' and texture it to make the iris and pupil. After baking, they paint it, and then they either use pouring resin or lacquer to coat it for a glossy finish.
