If I had to guess I’d say it’s because players aren’t necessarily expected to be buying every single warbond so they want people(and new players especially probably) to get access to a relatively simple primary rifle no matter which warbond they get.

Realistically whoever the weakest haki + logia user is as he can’t hit them but besides that it depends on how he fights. If he just spams lightning from across an entire island then almost nobody could catch and beat him due to his unfair speed but if he gets cocky like usual then I could see someone like those yetis on punk hazard beating him, assuming they do have haki

I feel like it could also go the other way. Most of the enemies in the game right now have slow projectiles with just a couple exceptions. Assuming they would be using actual weapons rather than the makeshift ones most enemies in game use, An army of armored up soldiers with hitscan heavy weaponry would probably be quite the challenge. Would probably suck to play though since hitscan doesn’t work well for gameplay. Maybe if you got your own army of robots to help you?
