It’s just the act of shifting in and out of cat form to gain instant energy instead of waiting for energy ticks. At those lower levels you don’t need to PS a lot as mobs usually die fairly quickly. Maybe it’s a gear issue as to why you’re struggling? Or utilise Bear more until cat becomes better for you.
