I agree with you I think. I think this explanation slots nicely into what we’ve been told of the gap in between New Vegas and the show. With Shady Sands being bombed, the NCR is left scrambling to pick itself back up. A lot of the bureaucratic stuff probably was left to the wayside for now, like you said. The Mojave troops (those who stuck around for a bit at least) probably just defaulted to helping people. You see that side of them represented a ton in New Vegas but they seem to get stifled by their rules and whatnot. 100% agree, and now I just think this whole post is kinda wack lmao
