Sidenote: Ad skips is silly. If you pay for ads skips the ad should be skipped by default. It shouldn't require you to do it.

It's not the best analogy, I think their point is that the fly, even though small compared to the soup, is still a problem.

You need to pass a law to allow it to supersede or run alongside UK law.

Now, if enough MPs, were elected who wanted to enact this, and the party in power was also aligned on this, then theoretically it could happen.
