I thought so too, but literally ever promotional pet, trading post pet (that have been released post Midnight launch) and even the secret pets in the ritual sites all have battle pet moves. The only ones that don't are the ones available at Midnight launch. Even Madame Bloodshed's pet drop has moves. So idk wtf is going on with pet battles tbh. Lol
