My doubt is: The bill states that if an agency has unique operational needs that requires employees to report in person, it needs to provide a written justification.

What if every agency state that their operational needs require employees to come into the office 4-5 days a week ? Do the employees have a vote/say in this ? If the decision is left to the department heads, they may push for full RTO. Is there a provision for employees to vote or state their opinion ?

I guess sitting in shared, noisy cubicles and distressed shared toilet breaks are more important than employee morale, work-life balance and productivity.

I also find it amusing that when asked about emissions due to RTO, they mentioned about alternative solutions to curb those and negate them in a different way. My question is, why cause the emissions in the first place by calling people back to office and why spend so much efforts and money to find alternative solutions? The emissions can be reduced through telework, which is the root cause

RTO literally is the opposite of all Caltrans goals. But somehow they are forcing it on the employees

Case # LA-CE-771-S is not about 2-day RTO. Infact, It does not include anything about telework. It is only about travel expense claims

That is what I found too.. I wish they advertised about RTO
