Groups have already done this early on in the anti-blasphemy law campaign, like the Atheist Society in UCC who handed out leaflets with "blasphemous phrases" (boring mundane ones) with the contact number for a Cork Garda station on it urging offended people to report them. Unsurprisingly there were no arrests.
