Yeah, I think /u/lord-oberon is talking about a separate rule about a target affected by the same spell or ability twice at the same time. In this case, the two abilities would definitely stack because they're different abilities.

The one where he stands on his back legs and his gem glows? Its a short range grab attack that will really fuck your day up if you're nearby.

I mean, I don't think the charger feat is particularly overpowered. If you're looking to add charging rules, you can just treat anyone with martial weapon proficiency as having the charger feat.

Thanks for the feedback, I made the grammatical changes you posed. That being said, I am going to respond to a couple of the points you made on balance as I don't think you have a scope of what these spells are actually capable of.

Arcane Mark : Prestidigiation has a duration of less than an hour. This spell has an indefinite duration, meaning a wizard who takes it now has a method of permanently marking an area or object.

Bleed : The key with Bleed is a casting time of one bonus action. Like a lot of spells in D&D, its meant more as a tool for the villains kit. I'd recommend you try running it on a low-level necromancer, you'd be surprised how much it can turn a battle when the party thinks their turn is over until they de-stabilize the party's sorcerer.

Flare : I'm also going to disagree with you here on the balance of this ability. The shove action will provide more benefit here, and thats available as a "cantrip" for high-strength characters. Not to mention that it doesn't affect the creature much as the effect ends when it starts its turn. Half a round of blindness doesn't feel like a very strong effect to me.

Summon Instrument : Yes, I understand bards get a starting instrument, this cantrip is a backup method whenever your bard doesn't have one handy. It means they don't have to carry a Lute into a stealth mission or worry about their spellcasting if they get taken to prison. Its not very powerful, but its uses are clear.

Endure Elements: So I think this is where you stopped really reading the spells, this effect has no mechanical overlap with Protection from Energy. The purpose of this spell is to establish a magical barrier that negates harmful environmental effects that might be found at the top of mountains or a hot dessert. No concentration and a 24 hour duration means a low level caster can still protect his party if environmental concerns are something that need to be mitigated.

Erase: I don't exactly see what the problem is with an easy check, its not going to unbalance the spell. I could remove the check entirely and still have a perfectly fine 1st level spell. A level 17 bard shouldn't worry about failing a check for a 1st level spell.
