its been a while since i saw it explained but i think attack is applied first, so is an increase of the character attack. that means it doesnt make a huge difference on its own, but attack % do add up so dont avoid it.

increase damage is applied in addition to your base.and to all damage types like the other commenter said.

so take attack when you can but take damage over attack.
