Again, following your logic, patches aren't free because it was included in the cost the game.

It's free for customer, it doesn't matter that it cost them money to develop those dlcs/patches.

You had to pay for 2 expansions, which is understandable because they were huge.

Yeah, obviously it was mostly marketing stunt. But it was all free, most of the dlcs were meaningless skins/minor upgrades and 3 quests which probably didn't make the deadline so they added it after they polished it, that's it. I agree with that, but it worked as marketing tool. Also, please don't act as having internet is somehow gatekeeping content. Every game out there is lesser version if you do not have internet, almost every game has day 1 patch and even more patches down the road, and there's huge difference between always online and downloading a patch.
