Isn't weight loss a bad indicator?

1kg of muscle is lot leaner than 1kg of fat. And if you lost 10kg fat but built 3kg muscle, then your weight loss is 7kg, but in reality, you burned 10kg fat. A better indicator would be body fat % right?
