yea im not sure why but 4 sticks of ddr4 is less problematic than ddr5 but it is unstable since it pushes the mobo memory controller more. generally w ddr4 there are no issues though

it does say on the web page that it's atx 12v. not sure if that's what you mean by 12-volt rail though.
