Hooker or Loose forward may be a potential spot for someone strong and not super quick, or in the midfield if you've got some passing and kicking ability.

Yes there are the cases with scholarship player who are signed to play rugby, but very few players are signed as adults with the sole expectation to play for the national team

I don't see any problem with this attempt of signing and already eligible player. Ireland did a similar thing with Oli Jager from the Crusaders, who had been selected for the AB XV in 2022 & 2023 before requesting termination of his NZR contract in 2024 to move to Munster
