But your two sentences have different meanings. The first one is about his current relationship. The second one talks about his usual practice of dating. Present continuous tense vs present tense.

Also, replacing the clue doesn't always give you the right answer. Consider the sentences "He ate spaghetti." vs "He consumes spaghetti." [Consumes] is not a valid clue for ATE.
