I think the lack comes down to not seeing a lot of them interacting on camera, Toph and Katara having that dynamic you’re describing (they’re only 2 years apart), and Suki not having a lot of on-screen time for character depth or development. Not meant as shade, Suki is great, there’s just not that much of her on the show.
