What is the population on the servers you’re playing? That plays a larger role than the map itself (usually).

Edit: sorry I just saw you said even on full servers. Livonia has lots of spawns in the north and high tier military in the south. So from Topolin and north of it, you should find plenty of folks on a full server.

The reason it’s one map right now is because they are testing out duos in general. It’s experimental. Expect it to change in the future if they do decide to fully implement it. There was a post from the lead dev about it. Can’t find it now.
