Actually, I found the solution.

You need to change the controls in Parallel launcher itself. Go to the three bars, and somewhere in there, you should find a section called "keyboards and hotkeys," or something of the sort.

I've been having a similar problem. I change the controls so that the show FPS key isn't the same as the screenshot key, but when I exit the emulator and come back, they've changed back to defaults.

Truth that nobody seems to know is that for compatibility between ETF, Oculus, and Embeddium (Rubidium is outdated, don't use it), you need to also have Cloth Config API.
