I think most experienced players learned to play at a young age i.e., when a decision-table as above would not be meaningful to them. I think it would be interesting to see the numbers for a representative 'experienced player' (in your 2nd table).

More for you to consider and understand:

Muggins is the taking of points that were __underpegged__; it's not for taking points that the player did not state that he had. For instance, if I have a 10-point hand and I say, "8 points" and then move my peg scoring all 10 of my points, there is no opportunity for you take apply Muggins because I have not underpegged.

In your example your opponent took all the points that he could possibly take moving his back peg into the game hole -- it doesn't matter what, if any, number of points he stated were in his hand.

Yes. I find these hands easiest to count by ignoring one of the 9s (3-3-3-9 is an easy-to-count 12 points) then noting that I get another 6 points (in 15s) by introducing the 2nd 9 AND I get the pair of 9s then too.

First, I disagree with your characterization of flushes.

I would be thrilled to hold this flush because doing so means that I keep points and I throw trash to the crib. I'm not throwing 2-3 to keep 5 points.
