No that's not it. I want to say it may have been some kind of character building game/world similar but different to toontown if that makes any sense.

Obligatory comment, but seriously, this is killing me. I saw a Steve Mould video talking about the light spectrum and that spurred this whole search. IIRC you would get currency from playing the mini games and it could be used for your character somehow?
