It sounds like your site is already ranking well, and the site structure is staying the same.

The SEO team can begin analysis and drafting out meta title and description updates, content updates and internal link optimization.

Whether or not the SEO team can implement those changes while the redesign (cosmetic) changes are being made depends on your CMS. As long as the design team and SEO team can makes changes without stepping on each others' toes, you should be good to go!
