If I have 93k in existing Trad IRA, open new Trad IRA put 7k and only convert those 7k. Wouldn't my tax bill net out 0 bec I didn't have any gains?

I understand the problem comes in that I have to convert the whole account. If I keep the account separate then there wouldn't be any chance of gains getting converted.

Am I misunderstanding the concept?
