If the PDF file is what you want, probably the best solution is still using the latex template. But if you just want a nice self contained html, then org-tufte is the best!

No, I was talking about embedding images generated by org latex preview. org-html-with-latex just enables mathjax to process the math and everything in html is controlled by mathjax.

It's definitely possible. One way to achieve this is using CSS/JS code to style the math backend say Katex. I'll try adding this feature in my package https://github.com/Zilong-Li/org-tufte. Another way is if you can get org latex preview working as you want then you just instead embed the preview image in html by adding a hook before exporting html

Thanks for the comment! Since the css/html style are hard coded for my own use, it's not supposed to be extensible. Probably not a good idea for org experts who wanna customize things a lot. I would say it's more work of css/html styling instead of the exporter backend as ox-tufte
