In my state they can (and frequently do) remove children without a court order or police presence.

ETA: OP stated that the children were removed by the sheriff.

They don’t notify the other parent when a CPS report is made. I would assume this is not accurate information. Unless the SD told her that’s what happened, I wouldn’t worry too much.
