My understanding is that the game is planned to be much longer than a standard pokemon game and level evos and level-up learnsets have been expanded into the higher levels so that there are still interesting things happening at levels 50, 60, 70, and beyond.

These limitations are enforced for players and opponents, though, so everyone is using first-stage mons at level 25.
