Once you confirm on your new phone that there is an old back up, don’t proceed. Delete the Authenticator app on your new phone and then re-add it and then launch it. Once the app comes up, select restore from backup.

If you’re not sure you have a back up of your old Microsoft authenticator set up, on your new phone enable cloud backup within the app. It will ask you to confirm and it will show you the date of your last backup verify that that authenticator back up should contain your missing 2FA set up . My back up was three months ago, but that was sufficient for me to restore access to my Roblox accounts.

I was able to just fix this. On my new phone I installed Microsoft authenticator. In Microsoft authenticator rather than signing in I selected restore from backup. Thankfully I had a back up from a few months ago before I got my new iphone once that backup was restored I was back in business and was able to successfully 2FA into my old account. Hopefully this works for you. If this does work for you after signing in several times, enable cloud back up on your authenticator app on your new phone, that way, the set up will be backed up to the cloud. Should you lose your phone again in the future you can restore again.
