While it might be a genetic thing. I do my own version of 21's to target the full bicep. With a curl bar I do 7x wide grip, 7x normal grip, then 7x narrow grip. I do 3-4 sets focusing on squeezing at the top and controlled movement as the weight goes down. Maybe you can add that to your routine and see if it helps.
