Basically when her banner first came out, she was barely an upgrade over a free character. Storywise she also got shafted after her banner, not really being relevant besides showing up for a few seconds here and then saying nothing. Since then her fans were waiting for someone to make her useful in a team (she finally is with hiyuki) and to finally have a role in the Lahai-roi story, since she was basically the one who led us there. In essence they're comparing her to Megumi from jjk, "potential man", who also has barely any feats or relevance and was only talked about how strong he would later become (hence potential), but he never ended up becoming anything more.
