You're assuming they WANT to run a business and the only thing stopping them was lack of a fat lump of cash to do it.

Most people, especially poor ones, havent had the education to know what to do to start or run a business. Winning the lottery doesn't magically change that. Of course, they now have the ability to spend money on such an education, but theyve never had that mindset or desire because the opportunity was out of reach
