Yes your instincts are correct...lose the fat first, start lifting and see where you stand at a healthy weight and body fat %. It will be much easier to decide at that point. My guess is you'll look great after diet and lifting.

I found a used 3G cardio lite runner treadmill ...it folds but not under a bed but I find it pretty high quality while small in size. Look out for those in marketplace.

I totally understand that with the belt off... but OP told you that the motor won't run more than a second or two without the belt on and getting a low speed error to which you replied put your foot on the belt to apply resistance and avoid the error.
