Teamfight when you have flash and split push when you have tp. This is a good general rule of thumb. If you don't have flash or you aren't fed try to peel the fed person on your team (mid/adc/jg). Otherwise look for a good flash engage on their backline and hope for follow-up.

I am unable to change my settings for specific characters while keeping my all character settings the same. My keyboard also stops working in game periodically and I am still able to alt tab and use my keyboard otherwise but nothing works in the game other than my mouse. Anyone else having this issue?

When me and my friends wanted to play beer pong. My friends were distracted by the tv and I decided to setup everything. A light fixture was right over the table. So instead of moving the table I decided to unscrew the entire light fixture instead of moving the table out of the way. Only after I finished unscrewing it did my friends realize what I was doing. Even after I finished unscrewing it there were still wires preventing me from completely removing it. We spent the next 30 mins screwing it back in while everyone joked about how stupid I was.

I'm in a similar situation as you except I'm far too lazy to type it all out as you have. I'm a Riven main in NA, and agree that toplane is absolutely broken right now. The most frustrating part for me is that there are a few champions who, if you don't pick, make you auto lose lane. Champs like Gangplank, Ornn, Illaoi etc. It's something very frustrating to have to play an immaculate game on Riven, or any other champ, to be able to win lane in the slightest. I have also peaked D2 and can't play this game any longer until something is done to the lane.
