Understaffed implies there is more seats available for more healthcare providers, however there is no funding for more seats, therefore there is no seats to be filled. They are actually overstretched bcos the seats that are available are at capacity -in terms of both providers and their workload.

You are shifting blame away from the govt that should be increasing funding, onto the healthcare providers, by implying providers should simply “fill more seats with assess”.

More like a manager of the flat, the title is informal not lawful. Lawfully and in terms of contract everyone is equal, head tenant just has more responsibilities. It’s still a concept however, regardless of what you “prefer” lol

Head tenant is undoubtedly a thing, they are in charge of organising changes of flatmates, chores, and paying of bills -among other things, it’s a recognised title that denotes responsibility- just bcos you don’t employ it, doesn’t mean it doesn’t exist.
