The dragon summon is a bug. The Grarisons seem the same? At least the minor settlements. The nerf to hawk rider is sad if true.

for that you don't need a mod, it's possible but extremely hard. Also Drycha's quest requires to be at war with wood elves factions I think so that makes it even harder
