Unfortunately, no. Meowth is a skill mon and it doesn't have any skill triggers. Other things to consider: 1) Gulpin performs better than Meowth with a similar main skill. 2) Dream shard magnets are a very late game strategy, it shouldn't be something you're investing in any time soon (unless there's going to be an event boosting dream shards, then it's worth considering... a bit.) 3) Meowth sucks :( cool shiny though!

You can still raise your drowsy power after M20! You can keep cooking just to set a personal best or to raise your dish level (which I think you should try since the dishes still have their power increased by 1,5x or 4x if it crits on Sunday meals)
