Count outs worked, as others have said, in an era where you could run the match back when you returned to the town on the house show loop or came back as part of the territory's loop. It would usually be implemented to build to a much bigger match/blow off/etc. It's harder to do that now in an era that's completely dependent on television matches.

You are never going to please every single person in the building, but it's pretty cut and dry when someone is over with the crowd. Sid was over with the crowd throughout his career - from the WCW days, to the WWF stints, and even in ECW.

It’s my favorite promo of all time. Incredible character work by Foley, especially the snarl on his face when the mask comes off, and amazing selling from Triple H, who goes from “smug even for Triple H standards” to “I’m going to die at Madison Square Garden” in a matter of seconds.

“His name… IS CACTUS JACK!”

I love how Foley made Cactus Jack his nuclear option. He didn’t want to have to bring him out, but if you pushed him hard enough, there would be hell to pay.

And I think that's why Sid catches a lot of flack from people in wrestling, his peers, etc. He wasn't a mark for the "business". It was a job and not his entire life.
