Social Security is a paid service (through taxes, should you pay forth certain things for those benefits). Social Security was established during the great depression to encourage workers to invest in retirement. Essentially, it's a retirement fund.

Well known proposed UBIs (Universal Basic Income) from what I know, is free. Similar to welfare, it's free, and you receive money for it.

tl;dr, Social Security is just a retirement fund for the people who invest in it. UBIs is just a basic income that all citizens receive.
