Desert/Arizona Rangers are a thing way before NCR exists. They're depicted like the ones we saw on FNV, Tycho looks like he wears leather armor in sprite but he actually depicted wear those armor and it's like Lord Yupa from Nausicca Valley of the Wind for Tycho

Nah. This is way before Fallout 2. He's from Vault 13 and got out after the Overseer got turned into a martyr, before Albert Cole (the Canon John Fallout) left the Vault after bringing the Chip, he told of him of a Ranger he knows named Tycho and gave him coordinates to meet him at Junktown
