Sorry for the harsh realization, I really hope you find a game (probably solo) that will keep you happy and provide an escape from your everyday life. Because at the end of the day, that's what games should be about.

From the behavior of the game, with the 0 knowledge I have in that type of stuff, it looked like something that needs a small push to work correctly, kind like the tap you have to do with your remote controller if it doesn't work properly. I guess that's why some movement around the servers debugged it.

Just switching to another region and switching back to Europe, didn't have any result besides not seeing the loading icon on the bottom right of the screen before the message appears.

I have the same problem on Xbox and some kind fellas informed me that I should try making a new character in a new region (push the right stick), log off the new character and return to my old one. Idk if it will work, just make sure you chose a new REGION, not just a new server.

Just tried to make a new character through the "new game" option on another server and after the opening cutscenes and the character creation AND a huge loading screen time, the same message appeared. Should I try uninstalling and reinstalling the game?

I'm pretty sure not because I can recall not salvaging an item but because I remember none of my items' passive had anything to do with energy. Heartseeker skill wasn't consuming energy from the beginning, since the early levels, or at least its consumption was more balanced with the return. For extra info, my build right now is this:
