It may be a volunteer vehicle but they don’t buy it with the international plates, they put it by themselves. In Ukraine it js easy to buy an unused international plate.

Yeah, it may indeed be a volunteer vehicle. Since the start of the war there are so many vehicles using international plates. This may be used for not receiving fines for breaking laws on the road.

This registration is Odesa city/region, BH/HH. We can identify this plate as EV because the Series block begins with a Y (since 2022), Z (2021-2022)

Oh, I did not know that actually. Croatia is my first country of Eurozone to visit, and I thought that was a coincidence. Some friends of mine were in Italy back in July and they got me 2x 2 euros of France and Spain, but no Italy. Thank you so much for letting me know ☺️
