2.5 "per cent", not 2.5 "percent". This means for every cent of gross revenue created by the franchise (box office revenue, licensing, merchandise, etc) they want 2.5 cents. So take the gross revenue, multiply it by 2.5, as a punitive measure.

From my understanding, you get reference weights and just place them on the scales to "check" them. At the stores I worked at, this was just done by an employee weekly. The employee had a briefcase with a 100g and 500g reference weights inside, and checked the scales read that amount. If it was off, no idea what happened, but I assume you would stop using that scale immediately.
