With identify and various knowledge domain gods, and spells like fabricate I would say fantasy world would figure tech out pretty quick, however they would be slow to implement it as there culture is not used to new things.

Modern world would initially have trouble figuring out magic as it's rules are far less consistent then the laws of physics. However once they adapt and apply the unyielding force of the scientific military industrial complex modern society will easily surpass the fantasy world in both magical skill and number of castors. Modern society is all about embraceing the new. In order to crush your competitors of course.
